Extending maritime surveillance coverage over a broader area through regional networks.

The panel examined cross-border and inter-agency cooperation in the fields of maritime surveillance, and hence of maritime security.  Particular attention was paid to regional organizations promoting this desirable cooperation.  Also investigated was how this regional approach helps us to extend surveillance, today restricted in practical terms to the coastal areas, to the pelagic commons.
